Prevention of offenses and formation of legal culture among foreign students of Kursk State Agricultural University

On May 5, 2026, an educational seminar titled "Legal Literacy for Foreign Citizens" was held at the I.I. Ivanov Kursk State Agricultural University. The event was organized in collaboration with the Ministry of Internal Affairs of Russia for the Kursk Region. Foreign students and listeners of the preparatory department participated in the event. The meeting was held with the aim of preventing negative social phenomena, as well as informing foreign students about the legal basis of their stay in Russia.

The speakers of the seminar included O.A. Lobova, Senior Operative Officer for Especially Important Cases of the Department for Control over Drug Trafficking of the Ministry of Internal Affairs of Russia for the Kursk Region; N.N. Matyukhina, Senior Operative Officer of the Department for Public Security of the Ministry of Internal Affairs of Russia for the Kursk Region; and T.V. Voronkina, Inspector for Special Assignments of the Department for Public Security of the Ministry of Internal Affairs of Russia for the Kursk Region.

In their reports, they covered a wide range of topics important for the comfortable and safe stay of foreign students in Russia. In particular, O.A. Lobova focused the students' attention on issues of administrative and criminal liability for the consumption and promotion of narcotic drugs and psychotropic substances, as well as for the illegal acquisition, possession, transportation, and processing of narcotic drugs, psychotropic substances, or their analogues.

Matyukhina N.N., in her presentation, explained the provisions of the legislation of the Russian Federation that establish liability for participation in and assistance to terrorist activities. Special attention was given to the inadmissibility of extremist ideology in the Russian Federation, which is enshrined at the legislative level. Using real-life examples, Natalia Nikolaevna described various types of internet fraud and analyzed the techniques hackers use to involve young people in illegal activities. Another aspect of the discussion was the content of personal social media pages and the measures of liability for violating the legislation of the Russian Federation.

In conclusion, Voronkina T.V. focused on the migration legislation of the Russian Federation. She emphasized that every foreign student entering the Russian Federation must have a visa and a migration card, as well as register at their place of residence. Special attention was also given to the procedure for foreign students to engage in employment activities in the Russian Federation. Additionally, Tatyana Vasilievna informed the students about the benefits of having a Temporary Residence Permit (TRP) for the purpose of education.

At the end, the participants were able to ask questions of interest, to which they received qualified answers.
